Main Notes
1 This Chapter does not cover:
(a) wood, in chips, in shavings, crushed, ground or powdered, of a kind used primarily in perfumery, in pharmacy, or for insecticidal, fungicidal or similar purposes (heading1211);
(b) bamboos or other materials of a woody nature of a kind used primarily for plaiting, in the rough, whether or not split, sawn lengthwise or cut to length (heading 1401);
(c) wood, in chips, in shavings, ground or powdered, of a kind used primarily in dyeing or in tanning (heading 1404);
(d) activated charcoal (heading 3802);
(e) articles of heading 4202;
(f) goods of Chapter 46;
(g) footwear or parts thereof Chapter 64;
(h) goods of Chapter 66 (for example, umbrellas and walking-sticks and parts thereof);
(ij) goods of heading 6808;
(k) imitation jewellery of heading 7117;

(q) articles of Chapter 96 (for example, smoking pipes and parts thereof, buttons, pencils, and monopods, bipods, tripods and similar articles) excluding bodies and handles, of wood, for articles of heading 9603; or
(r) articles of Chapter 97 (for example, works of art ).
2 In this Chapter, the expression "densified wood" means wood which has been subjected to chemical or physical treatment (being, in the case of layers bonded together, treatment in excess of that needed to ensure a good bond), and which hasthere by acquired increased density or hardness together with improved mechanical strength or resistance to chemical or electrical agencies.
3 Headings 4414 to 4421 apply to articles of the respective descriptions of particle board or similar board, fibreboard, laminated wood or densified wood as they apply to such articles of wood.
4 Products of heading 4410, 4411 or 4412 may be worked to form the shapes provided for in respect of the goods of heading 4409, curved, corrugated, perforated, cut or formed to shapes other than square or rectangular or submitted to any other operation provided it does not give them the character of articles of other headings.
5 Heading 4417 does not apply to tools in which the blade, working edge, working surface or other working part is formed by any of the materials specified in Note 1 to Chapter 82.
6 Subject to Note 1 above and except where the context otherwise requires, any reference to "wood" in a heading of this Chapter applies also to bamboos and other materials of a woody nature. Heading 4417 does not apply to tools in which the blade, working edge, working surface or other working part is formed by any of the materials specified in Note 1 to Chapter 82.
Sub-Heading Notes
1 For the purposes of sub-heading 4401 31, the expression "wood pellets" means by-products such as cutter shavings, sawdust or chips, of the mechanical wood processing industry, furnituremaking industry or other wood transformation activities, which have been agglomerated either directly by compression or by the addition of a binder in a proportion not exceeding 3% by weight. Such pellets are cylindrical, with a diameter not exceeding 25 mm and a length not exceeding 100 mm.
2 For the purposes of sub-heading 4401 32, the expression “wood briquettes” means by-products such as cutter shavings, sawdust or chips, of the mechanical wood processing industry, furniture making or other wood transformation activities, which have been agglomerated either directly by compression or by addition of a binder in a proportion not exceeding 3% by weight. Such briquettes are in the form of cubiform, polyhedral or cylindrical units with the minimum crosssectional dimension greater than 25 mm;
3 For the purposes of sub-heading 4407 13, "S-P-F" refers to wood sourced from mixed stands of spruce, pine and fir where the proportion of each species varies and is unknown.

Definition of handicrafts for the purpose of classification : (a) A handicraft must be predominantly made by hand. Machinery can also be used in the manufacturing process as a secondary process. Export
of Red Sanders wood in log form and roots, exclusively of cultivation
origin obtained from private land (including Pattaland) is restricted
and Export is permitted under a Restricted Export Authorisation subject
to the following conditions/documentation: (i) Applications for Restricted Export Authorisation should be accompanied by attested copies of certificate of origin issued by the Principal Chief Conservator of Forests (PCCF) of the State from where the stocks were procured / exported, giving details of the date of procurement from legal sources and quantities procured. (ii) A certificate of the current position of stocks so procured and available applicant physical with the given after verification of the stocks. by the authority nominated for the purpose by the PCCF, should also accompany application for Restricted Export Authorisation. (iii) The applications shall be considered on merits for issue of export authorisation, which shall be subject to any other conditions such as Μinimum Export Price(MΕΡ), quantity ceilings requirements under CITES, etc. as may be prescribed from time to time. (iv) As per the recommendation of CITES Management Authority India. the MOEF&CC will fix an yearly quota, which may be reviewed based on NDF study or recommendations of Government agencies: In accordance with the recommendations of the BSI NDF Report, MoEF&CC, the following annual export quotas for red sanders (Pterocarpus santulinus) is allowed: (a) (i) An annual export quota (April to March) of 280 MTs for Andhra Pradesh for artificially Propagated red sanders; (ii) An annual export quota (April to March) of 900 MTs for Tamilnadu for artificially Propagated red sanders: and (b) a zero export quota for wild specimens of Red Sanders subject to the following conditions:- (i) State Govt shall develop a digital platform with Geo referenced sites and MIS giving the no of trees, their age and diameter at breast height. (ii) The working plan Guidelines of States need to include specific management plans/ harvest Plans with approved rotation periods for sustainable harvest of red sanders wood from plantation s in forest and non-forest areas. 2. Export of Red Sanders wood in any form, whether raw, processed or unprocessed is not permitted to be exported. However, one time relaxation has been granted to Govt. of Andhra Pradesh, Directorate of Revenue Intelligence (DRI), Govt. of Tamil Nadu, Govt. of Maharashtra and Government of Karnataka for export of 8498.095 MTs, 1200 MTs, 299.732 MTs, 83.40 MTs and 186.588 MTs respectively of Red Sanderswood (in log form) obtained out of confiscated/seized stock, either by itself or through any entity / entities so authorized by them. One time relaxtion for 810.1894 MT given to Forest, Environment and Climate Change Department, Govt. of Orissa till 06.10.2022 which was later extented till 02.09.2025. 1. Export of Wood sawn or chipped lengthwise, sliced or peeled,
whether or not planed, sanded or end jointed, or a thickness exceeding 6
mm other than sawn timber made exclusively out of imported logs/timber
is prohibited and not permitted to be exported. 2. Sawn Timber made exclusively out of imported logs/timber of all the species of wood other than CITES Appendix I & II species is 'Free' subject to:- (i) The Export would be confined to the species which has been imported; (ii) The importer and exporter shall be the same firm and the import and export shall be effected from the same port. The policy shall be operational only from the ports of Chennai, Kandla, Kolkata, Mangalore, Mumbai, Mundra, Nhava Sheva(JNPT), Tuticorin, Vishakhapatnam, Land Customs Station(LCS) Raxaul and Krishnapatnam Port. However, for this purpose, Mangalore & Tuticorin shall be treated as the same port thereby allowing importers to import wood logs from Mangalore and export the Sawn timber from Tuticorin and vice-versa. Similar facility shall also be available for Kandla, Mumbai, Mundra and Nhava Sheva (JNPT) ports thereby allowing importers to import from any of the above ports and export either from the same port or from any of the remaining three ports. For the purpose of export to Nepal, LCS Raxaul and Kolkata port shall be treated as the same port thereby allowing importers to import wood logs from Kolkata port and export Sawn timber to Nepal from the LCS Raxaul. (iii) The export of sawn products derived from imported logs shall not exceed 60% of the imports in volume terms; (iv) The value addition of such exports shall be not less than 30%. (v) The Saw Mill of the exporter, where imported timber is sawn shall be registered with the State Forest Department and shall be located away from the forest area in a location approved by the Conservator of Forests of the State Government; (vi) The exporter must undertake exports within a period of 12 months from the date of import; (vii) The export contracts shall be registered with the Chemicals and Allied Products Export Promotion Council(CAPEXIL). CAPEXIL shall monitor them to ensure that the scheme is not abused. (viii) Other laws and rules framed by the Central Government and the State Government regulating timber in transit shall be followed by the exporters. |

Certain forms of sandalwood as specified below are Restricted for Export
and may be permitted against a Restricted Export Authorisation - (a) dust/ flakes obtained as wood scrap / waste after the manufacturing process by manufacturer exporter of value added sandalwood handicraft products and machine finished sandalwood products; (b) machine finished chips manufactured from cracked portions of sandalwood billets (each finished chips not exceeding 50 gms per piece); (c) powder obtained from wood scrap / waste after the manufacturing of handicraft products and machine finished goods of sandalwood; (d) small pieces of sandalwood(each piece not exceeding 20 gms) obtained from wood scrap / waste after manufacturing of handicraft / machine finished sandalwood products; (e) sandalwood powder produced from sandalwood wood scrap/waste; (f) any other item of sandalwood as may be specified by DGFT in consultation with MOEF&CC. |

Furniture, Parts of various sizes of furniture (maximum cross section:
sizes: 15 cm x 15 cm; Planks: 20 cm x 7.5 cm and maximum length 2.5
Mtrs), toys, dolls & other handicrafts made from Red Sanders wood
procured from legal sources is Restricted wherein Exports is permitted
under authorisation subject to the following conditions/documentation:- i. 1 "Marine plywood" means plywood conforming to Indian Standard Specification IS 710.
2 "Aircraft plywood" means plywood conforming to Indian Standard Specification Nos. IS 709 and IS 4859.
3 For the purposes of heading 4412, the expression "similar laminated wood" includes blockboard, laminboard and battenboard, in which the core is thick and composed of blocks, laths or battens of wood glued or otherwise joined together and surface with the outer plies and also panels in which the wooden core is replaced by other materials such as a layer of layers of particle board, fibre board, wood waste glued or otherwise joined together, asbestos or cork.

Definition of handicrafts for the purpose of classification : (a) A handicraft must be predominantly made by hand. Machinery can also be used in the manufacturing process as a secondary process. (b) It must be graced with visual appeal in the form of ornamentation or in-lay work or some similar work lending it an element of artistic improvement and such ornamentation must be of a substantial nature and not a mere pretence. Export of Red Sanders wood in log form and roots, exclusively of
cultivation origin obtained from private land (including Pattaland) is
restricted and Export is permitted under a Restricted Export
Authorisation subject to the following conditions/documentation: (i) Applications for Restricted Export Authorisation should be accompanied by attested copies of certificate of origin issued by the Principal Chief Conservator of Forests (PCCF) of the State from where the stocks were procured / exported, giving details of the date of procurement from legal sources and quantities procured. (ii) A certificate of the current position of stocks so procured and available applicant physical with the given after verification of the stocks. by the authority nominated for the purpose by the PCCF, should also accompany application for Restricted Export Authorisation. (iii) The applications shall be considered on merits for issue of export authorisation, which shall be subject to any other conditions such as Μinimum Export Price(MΕΡ), quantity ceilings requirements under CITES, etc. as may be prescribed from time to time. (iv) As per the recommendation of CITES Management Authority India. the MOEF&CC will fix an yearly quota, which may be reviewed based on NDF study or recommendations of Government agencies: In accordance with the recommendations of the BSI NDF Report, MoEF&CC, the following annual export quotas for red sanders (Pterocarpus santulinus) is allowed: (a) An annual export quota (April to March) of 900 MTs for Tamilnadu for artificially Propagated red sanders: and (b) a zero export quota for wild specimens of Red Sanderssubject to the following conditions:- (i) State Govt shall develop a digital platform with Geo referenced sites and MIS giving the no of trees, their age and diameter at breast height. (ii) The working plan Guidelines of States need to include specific management plans/ harvest Plans with approved rotation periods for sustainable harvest of red sanders wood from plantation s in forest and non-forest areas. 2. Export of Red Sanders wood in any form, whether raw, processed or unprocessed is not permitted to be exported. However, one time relaxation has been granted to Govt. of Andhra Pradesh, Directorate of Revenue Intelligence (DRI), Govt. of Tamil Nadu, Govt. of Maharashtra and Government of Karnataka for export of 8498.095 MTs, 1200 MTs, 299.732 MTs, 83.40 MTs and 186.588 MTs respectively of Red Sanderswood (in log form) obtained out of confiscated/seized stock, either by itself or through any entity / entities so authorized by them.[Government of Andhra Pradesh and DRI : Notification 56/2015-20 dated 30.03.2020]. 1. Export of Wood sawn or chipped lengthwise, sliced or peeled,
whether or not planed, sanded or end jointed, or a thickness exceeding 6
mm other than sawn timber made exclusively out of imported logs/timber
is prohibited and not permitted to be exported. 2.Sawn Timber made exclusively out of imported logs/timber of all the species of wood other than CITES Appendix I & II species is 'Free' subject to:- (i) The Export would be confined to the species which has been imported; (ii) The importer and exporter shall be the same firm and the import and export shall be effected from the same port. The policy shall be operational only from the ports of Chennai, Kandla, Kolkata, Mangalore, Mumbai, Mundra, Nhava Sheva(JNPT), Tuticorin, Vishakhapatnam, Land Customs Station(LCS) Raxaul and Krishnapatnam Port. However, for this purpose, Mangalore & Tuticorin shall be treated as the same port thereby allowing importers to import wood logs from Mangalore and export the Sawn timber from Tuticorin and vice-versa. Similar facility shall also be available for Kandla, Mumbai, Mundra and Nhava Sheva (JNPT) ports thereby allowing importers to import from any of the above ports and export either from the same port or from any of the remaining three ports. For the purpose of export to Nepal, LCS Raxaul and Kolkata port shall be treated as the same port thereby allowing importers to import wood logs from Kolkata port and export Sawn timber to Nepal from the LCS Raxaul. (iii) The export of sawn products derived from imported logs shall not exceed 60% of the imports in volume terms; (iv) The value addition of such exports shall be not less than 30%. (v) The Saw Mill of the exporter, where imported timber is sawn shall be registered with the State Forest Department and shall be located away from the forest area in a location approved by the Conservator of Forests of the State Government; (vi) The exporter must undertake exports within a period of 12 months from the date of import; (vii) The export contracts shall be registered with the Chemicals and Allied Products Export Promotion Council(CAPEXIL). CAPEXIL shall monitor them to ensure that the scheme is not abused. (viii) Other laws and rules framed by the Central Government and the State Government regulating timber in transit shall be followed by the exporters. |

7.5 cm and maximum length 2.5 Mtrs), toys, dolls & other handicrafts
made from Red Sanders wood procured from legal sources is Restricted
wherein Exports is permitted under authorisation subject to the

NOTE:1
Definition of handicrafts for the purpose of classification :
(a) A handicraft must be predominantly made by hand. Machinery can also be used
in the manufacturing process as a secondary process.
(b) It must be graced with visual appeal in the form of ornamentation or in-lay
work or some similar work lending it an element of artistic improvement and such
ornamentation must be of a substantial nature and not a mere pretence.
The classification codes for the handicrafts is only illustrative. The
description can cover other headings as well.
NOTE: 2
Prohibition on export of Muli Bamboo (Melocanna baccifera) is made ‘Free’ till
31.03.2019. Bamboo products made from bamboo obtained from legal source; except
bamboo charcoal, bamboo pulp and unprocessed bamboo shoots under ITC(HS) Code
1401 10 00 are freely exportable. For details see Chapter 14 [Notification No.
11/2015-20 dated 23.06.2017].

(i) The Export would be confined to the species which
has been imported; (ii) The importer and exporter shall be the same firm and the import and export shall have to be effected from the same port. The scheme will be operational only from the ports of Chennai, Kandla, Kolkata, Mangalore, Mumbai, Mundra, Nhava Sheva (JNPT), Tuticorin, Vishakhapatnam, 1[Krishnapatnam] and the Land Customs Station (LCS) of Raxaul. For the purpose of export to Nepal, the Land Customs Station (LCS) of Raxaul and Kolkata port shall be treated as the same port thereby allowing importers to import wood logs from Kolkata port and export the Sawn timber to Nepal from the LCS of Raxaul. [Notification No. 16/2015-20 dated 28.07.2015] (iii) The export of sawn products derived from imported logs shall not exceed 60%of the imports in volume terms; (iv) The value addition of such exports shall be not less than 30%.
