Rule 17. Liberalization of 1[Measures] [helldodold[Duty]helldod]
If the duration of the 1[Measures] [helldodold[Duty]helldod] levied under rule 12 exceeds one year, the 1[Measures] [helldodold[Duty]helldod] shall be progressively liberalized at regular intervals during the period of its imposition.
