Baggage Declaration Form

(For passengers arriving by land or air from Pakistan)


Each passenger carrying goods exceeding Rs. 50 in value will be supplied with one form for declaring the particulars required in respect of the goods forming part of the baggage imported from or to be exported to Pakistan by him.

Passengers travelling from one part of India to another through Pakistan must also submit this declaration.

Passengers should fill in columns 3 and 4 only of the declaration on page 2 of this Form. Columns 5, 6 and 7 will be filled by the Land Customs Officer. No free allowances will be granted unless the quantities and value of the articles are declared fully.

The bona fide baggage accompanying a passenger is exempt from duty. Bona fide baggage includes wearing apparel, personal and household effects provided that the articles are meant for the personal use of the passenger or for the members of his family travelling with him and that they are not intended for transfer to other persons either by sale or gift. Jewellery (including articles made wholly or mainly of gold) in reasonable quantity according to the status of the passenger will also be passed free as personal effects. Tools of the draftsman and the instruments of a physician or surgeon will also be passed free as part of his personal baggage.

The term "Bonafide baggage" shall not include the following articles : (i) Alcoholic liquor exceeding half a pint; perfumed spirit exceeding two ounces in open or unopened bottles, cigars and cheroots exceeding 50; country biris exceeding 200; tobacco manufactured or unmanufactured exceeding 4 ounces in weight and snuff exceeding 10 tolas in weight, (ii) Piano, Pianola and Radio, Carriage, Motor Car, Motor Cycle and Refrigerator, (iii) Cotton piece goods or other textile materials in length exceeding the permissible limits, (iv) Arms and ammunition save personal licensed guns, rifles, revolvers or pistols, and (v) Wireless apparatus and dictaphone.

Imports -All goods from Pakistan are dutiable on import if they are not bona fide baggage free under the Baggage Rules. The following articles which are included in the term 'personal effects' used in paragraph (4) above are entitled to exemption when imported in quantities specified against each item, but they must be fully declared against item 2 on page 2 of this form if they form part of the passengers' baggage:

7. Exports -Few articles are dutiable on exportation to Pakistan but many are subject to trade control restrictions. Full list showing these restrictions can be seen at Enquiry Office at Land Customs Stations.

8. In-transit goods -No duty is payable on in-transit goods.

9. Prohibitions on import and export, viz. :

(a) The import of Government of India one rupee notes and coins in excess of Rs. 5 is prohibited.
(b) Export of gold bullion and Indian currency notes in excess of Rs. 50 is prohibited except against a permit from the Reserve Bank of India.
(c) According to the Baggage Rules, dated 20th October, 1948 radios and refrigerators are 'not included in bona, fide baggage.

10. a) Duty when charged ad valorem is charged on the value of goods in India including cost of importation.
b) On payment of duty, a receipt is a ways anted.

11. Passengers are informed that Land Custom Officers are empowered to examine and detain all packages which they suspect regarding which doubts may arise.

NOTE :- The allowances as specified above cannot be claimed as a matter of course and Customs Commissioners have the right to vary the limits at their discretion.

Caution :- Any person making a false declaration or attempting to pass dutiable goods without payment of duty is liable to a fine an confiscation all his goods.
